The Upper Cumberland Human Resource Agency (UCHRA) was established by the Tennessee General Assembly in 1973 to be the delivery system for human resources in the 14 counties of the region: Cannon, Clay, Cumberland, DeKalb, Fentress, Jackson, Macon, Overton, Pickett, Putnam, Smith, Van Buren, Warren and White.

LIHEAP- Low Income Home Energy Assistance
This is a federally funded program administered by THDA. This program offers a $350-$650 payment towards your electric/gas bills. You can apply to receive regular assistance (which takes around 90 days) or if you are in a crisis situation and facing a disconnect you would get a payment on your behalf immediately.
This is a food distribution program for low income households that happens every other month at the fairgrounds in Woodbury from 9 am -11 am. You must sign up at the UCHRA office (or applications can be emailed or mailed in) to be on the list for the distribution. Here are a list of the future dates for 2021:
UC Public Transportation program
The UC Public Transportation program, operated by the Upper Cumberland Human Resource Agency, strives to provide safe, affordable, and dependable public transportation to residents of all ages in the 14-county Upper Cumberland area of Tennessee. This transportation service is NOT just for medical appointments, they will take you grocery shopping, to run errands, etc.
ENSURE and GLUCERNA by the case
ou can now get Ensure, a brand name nutritional supplement and meal replacement, through UCHRA. We have a variety of flavors. These can be ordered from your local UCHRA office. The cost is $25 per case. We also offer Glucerna at $35 per case.
This is a federally funded program administered by THDA. Weatherization provides basic insulation and weatherization measured to your home for low income households.
CSBG – Community Block Services Grant
The Community Services Block Grant (CSBG), is a federal block grant program funded by the Office of Community Services and administered by the Department of Human Services (DHS). CSBG provides assistance to alleviate the causes and conditions of poverty in communities by removing the barriers to self-sufficiency. CSBG enables agencies to provide a range of services, including emergency services, based on the needs in the service area. In this program, I am able to help pay rent/mortgage, deposits to get steady housing, utilities, and issue food/basic necessity vouchers.
